Applying for Passport

The Passport Section of the Embassy of Afghanistan in Ankara provides services for Afghan citizens who wish to apply for a new passport. Applicants are required to submit accurate documentation and appear in person to complete the biometric requirements. The Embassy also provides guidance for applicants regarding passport fees, validity periods, and other necessary formalities to ensure a smooth application process.

Required Documents

Passport Application for Applicants Above 18 Years Old

Applicants above 18 years of age who are applying for an electronic passport at the Embassy of Afghanistan in Ankara must prepare and present the following documents:

  1. Appointment confirmation taken from our appointment portal
  2. Digitally filled passport application form
  3. Original and one colored copy of the electronic or paper Tazkira, approved by the Ministry of Foreign Affairs of Afghanistan
  4. Original and one colored copy of the previous electronic passport (if available)
  5. Original and one colored copy of the residence permit card of the host country (Türkiye)
  6. Physical presence of the passport applicant.
  7. Two biometric photos (4×5 cm) meeting the following requirements:
    • White background
    • Applicant must not wear white clothes or a white headscarf
    • Observing the Islamic headscarf is mandatory for women
    • Photo must be recent (taken within the last 6 months)
    • Photo quality must be clear and professional
  8. Employment documents (if employed or having a profession)
  9. Proof of Address – “Yerleşim Yeri ve Diğer Adres Belgesi” obtained from the official e-Devlet website
    • Those who cannot present this document may submit the address document of a trusted person.
    • The provided address will be used to send your passport via cargo once issued.
    • The same address must also be entered in the address section when scheduling an appointment through our appointment portal.
  10. Electronically filled “Passport Delivery Request Form by Post”, available on our website

Passport Fees:

  • 5-year passport: 120 USD + 1 USD bank service fee
  • 10-year passport: 220 USD + 1 USD bank service fee

Processing Time:

  • The passport issuance process takes approximately 15 to 20 working days after the completion of biometric registration and submission of all required documents.

Important Notes:

  • All copies must be colored and in vertical format
  • Each document must be printed on a separate page
  • Applicants are responsible for ensuring all documents are accurate and complete
  • Incomplete files may result in delays or rejection of the application

Applicants below 18 years of age who are applying for an electronic passport at the Embassy of Afghanistan in Ankara must prepare and present the following documents:

  1. Appointment confirmation taken from our appointment portal
  2. Digitally filled passport application form
  3. Original and one colored copy of the electronic or paper Tazkira, approved by the Ministry of Foreign Affairs of Afghanistan
  4. Original and one colored copy of the previous electronic passport (if available)
  5. Original and one colored copy of the birth certificate for children born in Türkiye:
    • “Doğum Bildirim Formu” or “Doğum Kayıt Örneği” are accepted as valid birth documents
    • The obtained birth certificate must be certified sequentially by:
      1. Governor’s Office (Valilik or Kaymakamlık)
      2. Turkish Ministry of Foreign Affairs
      3. Embassy of Afghanistan in Ankara
    • Note that only children under 10 years old who were born in Türkiye can apply for a passport with their birth certificate, without needing a Tazkira
  6. Original and one colored copy of the Turkish residence permit card
  7. Physical presence of the applicant (Not required for children under 5 years old)
  8. Two biometric photos (4×5 cm) meeting the following requirements:
    • White background
    • Applicant must not wear white clothes or a white headscarf

  9. Original and one colored copy of the parents’ ID cards (electronic or approved paper Tazkira)
  10. Original and one colored copy of the parents’ passports (if available)
  11. Original and one colored copy of the parents’ marriage certificate
  12. Original and one colored copy of the parents’ residence permits
  13. Parents’ physical presence is mandatory
  • In the absence of the father, a written power of attorney or a signed consent letter authorizing the mother is required
  1. Proof of Address – “Yerleşim Yeri ve Diğer Adres Belgesi” obtained from the official e-Devlet website
    • Those who cannot present this document may submit the address document of a trusted person.
    • The provided address will be used to send your passport via cargo once issued.

Applicants who have lost their Afghan electronic passport and wish to apply for a replacement at the Embassy of Afghanistan in Ankara must carefully follow the procedures below and prepare the required documents.

The requirements are as follows:

  1. A photo or a copy of the lost passport
    • The applicant must provide a clear photo or colored copy of the lost passport’s data page (if available).
    • This document helps verify the passport number and identity of the applicant.
  2. Police report (Loss Report)
    • A formal police report must be obtained from the nearest Turkish police department confirming the loss of the passport.
    • The report should clearly mention that the passport has been lost.
  3. Lost passport announcement in an official Turkish newspaper or magazine
    • The applicant must publish a loss announcement in any official Turkish newspaper or magazine.
    • The announcement must clearly include:
      • The applicant’s full name
      • The lost passport number
    • The original copy or printed publication of this announcement must be submitted to the embassy.
  4. All standard passport application documents
    • In addition to the above, the applicant must submit all regular passport application documents as required for their age group (either over or under 18 years old).

  • The processing time for lost passport applications is approximately 15 to 20 working days, after the completion of biometric registration and verification procedures.

Working Procedures

Applicants who have scheduled an appointment to apply for a passport in Afghanistan in Ankara must follow the procedures below when arriving at the Embassy of the Islamic Republic of Afghanistan in Ankara:

 

Step-by-Step Procedure:

  1. Arrival and Timeliness
    • Applicants must be present at the embassy on the exact date and time of their appointment.
    • It is advised to arrive 15 minutes early to ensure a smooth process.
  2. Appointment Verification
    • Upon arrival, embassy staff will verify the applicant’s appointment.
    • Only applicants with reserved appointments will be processed.
  3. Document Collection and Verification
    • Staff will collect all required documents submitted by the applicant.
    • If any document or copy is missing, staff may either:
      • Reject the application, or
      • Request the applicant to provide missing documents before proceeding.
  4. Payment of Fees
    • After document verification, the applicant will receive a bank bill from the staff to pay the passport fees.
    • The applicant must pay the fee at the bank and return with the bank receipt.
    • Staff will verify the payment receipt before proceeding further.
  5. Information Entry and Biometric Collection
    • Once all documents and payments are verified, staff will enter the applicant’s information into the system.
    • The applicant’s biometric data (fingerprints and photo) will be collected.
  6. Receipt of Passport Application
    • After completion of the biometric process, the applicant will receive a passport application receipt, which includes all relevant details of the submitted application.
    • This receipt serves as proof of application and may be required for future reference.

Important Notes:

  • All steps must be completed in person at the embassy.
  • Missing or incorrect documents may delay or reject the application.
  • Applicants should retain the passport application receipt until the passport is issued.
